Heritiana Randriamiarana is a Water and Forestry Engineer and a Fisheries Engineer with more than three decades of professional experience. His areas of expertise include environmental and social assessment, Integrated Coastal Zone Management (ICZM), fisheries and aquaculture, and natural resource management. Heritiana is highly skilled in project management, public consultation, adult training, and strategic environmental assessments.

Heritiana completed his studies in agronomic engineering (1978-1983) and fisheries engineering (1988-1991). He held various positions at the Ministry of Fisheries and Marine Resources, eventually becoming Director of Aquaculture in 1992. From 1996 to 2002, he served as the National Coordinator of the Marine and Coastal Environment (EMC) component of Madagascar’s National Environmental Action Programme (PNAE). From 2002 to 2005, he was the Technical Coordinator of SAGE Fampandrosoana Maharitra (Environmental Management Support Service). Between 2005 and 2019, he served as the Director of the Environmental Assessment unit at the National Environment Office (ONE), where he addressed a wide range of environmental and social impacts of projects across Madagascar.

Currently a Senior Consultant at RESOLVE, Heritiana’s extensive experience includes designing and evaluating sectoral policies through strategic environmental assessments such as CASEF/APRM and REDD+ (EU). At RESOLVE, his role covers fisheries, aquaculture, natural resource management, ICZM, public consultations, adult training, EIA, SEA, and monitoring and evaluation.

Heritiana’s proficiency in project design, team management, and negotiation, along with his experience in setting up information systems for fisheries and environmental statistics, positions him as a valuable asset. He excels in conducting situational assessments, developing procedural proposals, improving governance through integrated management, and training sector agents on proposed improvements.
