Andrew Cooke
Founding Director of RESOLVE (and head of the corporate environmental services division), originally qualified as a zoologist from Cambridge University, UK (1978). He then trained as a lawyer and worked in a leading UK law firm (specialising in technology law) until 1991 when he moved to Madagascar to apply his skills and experience to environmental conservation. In 1993-4 he undertook a Masters of Science degree in tropical coastal management (Newcastle University, UK). He then built up an individual practice as an environmental consultant based in the UK before moving to Tanzania in 1996 and thence to Madagascar in 1998. After completing a 3 year contract (1998-2001) with the Food & Agriculture Organisation of the United Nations as technical advisor to Madagascar’s marine & coastal environment programme, he established RESOLVE in 2001. He has since managed and developed RESOLVE in Madagascar while undertaking frequent short and medium-term international assignments for UN agencies and other entities in Sub-Saharan Africa. He also works part-time (primarily as environmental law partner) in the law firm of John W Ffooks & Co.

Zo Razanamaharo
Co-Director (and head of public environmental services division), qualified in agricultural science (with a specialisation in waters and forests) from the University of Antananarivo (1979). He then obtained a series of post-graduate diplomas in aquaculture (Bogor, Indonesia, 1985), marine resources management (Rennes, France, 1994) and project management (Ede, Holland, 1997). He has also undertaken short international and national training courses in communication, facilitation, mediation and EIA. Between 1980 and 2004, Zo served in various posts within the government administration in forestry, fisheries and agriculture, including a significant period (2002-2003) as coordinator of environmental programmes and activities within the fisheries sector. In 2004 he became an independent consultant and joined Resolve as co-director in 2005. He has since developed Resolve’s portfolio in the public environmental sector, particularly in training, facilitation, fisheries management and other areas. He has also maintained a significant practice as an individual consultant, notably helping to set up the monitoring system for the Madagascar Action Plan (MAP) during 2007.
